Prohibit the export of plastic waste to developing countries.

As our planet is flooded with more and more plastic pollution, I urge you to oppose the Save Our Seas 2.0 Act (S.1982). While this bill claims to address the problem of plastic, it falls far short of what is needed to meaningfully curb production and pollution. It focuses on inadequate measures downstream, like recycling and cleanup of marine litter. It wrongfully points a finger at countries that are being flooded by plastic waste from the US. It opens the door to undue influence by special interests. It does nothing to reduce the use of plastic.

When it comes to plastic pollution, we cannot recycle our way out of this problem. Only 9% of the world's plastic has ever been recycled. To effectively limit plastic pollution, we need to "turn off the tap" on plastic production and prevent that pollution from entering the environment in the first place.

That's why I'm urging you to support the Break Free From Plastic Pollution Act put forth by Senator Tom Udall and Representative Alan Lowenthal. This landmark legislation aims to tackle the plastic pollution crisis by:

- Requiring plastic producers to take responsibility for collecting and recycling materials,
- Creating a nationwide beverage container refund program,
- Banning certain single-use plastic products,
- Enacting national recycling targets,
- Implementing a temporary moratorium on building new plastic production plants, and
